Committee Recommendation:

Staff reported to the Land Use and Environment Committee several months ago that an updated Memorandum of Understanding with the Council of Neighborhood Associations was upcoming.

 

City Manager Recommendation:

Move to approve the Resolution Authorizing the Memorandum of Understanding with the Council of Neighborhood Associations and authorize the City Manager to sign the agreement.

Background and Analysis:

The City of Olympia originally entered into a three-year Memorandum of Understanding (MOU) with the Coalition of Neighborhood Associations on July 13, 2012. The City and the Coalition renewed their MOU for three additional years on July 7, 2015. In 2018, the Coalition re-named itself the Council of Neighborhood Associations (CNA) and entered into an updated MOU with the City for an additional three years.

 

The proposed MOU is a one-year extension of the 2018 MOU. This timeframe will provide an opportunity for the City and CNA to work together in 2022 on several action items that will guide the development of a new MOU in 2022. Discussion topics will include the development of a work plan and updates to the communications plan and strategies for CNA representation and engagement as the City begins work on its Comprehensive Plan update.

Neighborhood/Community Interests (if known):

The CNA is open to representation of all Olympia neighborhoods and provides a forum for neighborhood interests to be addressed.

 

 

Options:

1.                     Approve the resolution approving the MOU as proposed.

2.                     Direct staff to continue discussions with CNA to prepare an alternative version of the MOU.

3.                     Decide not to pursue an MOU with CNA.

 

Financial Impact:

The renewed MOU can be supported within existing budget.  It is possible that future initiatives may be introduced as a result of continuing work with the CNA that may have budget impacts, which would be considered by the City Council at that time.
