Issue:

Whether to move forward with Tacoma Metroparks Nursery, Fessler’s Nursery, or another nursery to purchase flowers and discussing watering options.

Background and Analysis:

The PBIA has historically funded hanging flower baskets displayed in downtown Olympia. At the November 5th PBIA Board meeting the board voted to approve $20,000 to support the purchase and maintance of flower baskets for summer 2026. The approved PBIA flower basket budget was made contingent upon the City of Olympia approving another $20,000 through the City’s budget process to further support the flower basket project. The purchase of flower baskets are estimated to cost roughly $10,000.

 

Nursery’s request advanced notice for large flower basket orders, typically with a notice deadline by the end of the year. City staff will proceed in placing an order for 2026 flower baskets within December 2025.

 

Climate Analysis:

This does not directly impact climate goals.

 

Equity Analysis:

Ensuring that PBIA members are able to determine how to spend current funds for next year ensures a broad and equitable representation of downtown stakeholders.

 

Neighborhood/Community Interests (if known):

The downtown flower baskets have become a signature program of the PBIA and are routinely regarded as a high priority for downtown.

 

Options:

1.                     Move forward with purchasing from Tacoma Metroparks Nursery

2.                     Move forward with purchasing from Fessler’s Nursery

3.                     Authorize staff to continue looking for a local nursery and purchase contingent upon similar cost estimates

 

Financial Impact:

Finance department is forecasting the PBIA 2025 end of year balance to be $65,000. The authorization of $20,000, contingent upon collaboration from the City, would leave the PBIA Advisory Board with roughly $45,000 in unobligated funds for the rest of the 2026 year.
