Background and Analysis:
The Washington State Department DES does not have sufficient resources to provide certain vehicle and equipment maintenance and repair services and has requested assistance from the City of Olympia’s Fleet Operations.
RCW 39.34.010 authorizes local governmental units to cooperate with one another to make the most efficient use of their powers and resources on a basis of mutual advantage. The City’s Fleet Operations has sufficient capacity to provide the requested services to DES without negatively affecting the City’s operational needs.
The City and DES originally entered into an Interlocal Agreement on November 5, 2013. The City has provided vehicle and equipment maintenance and repair services to DES for approximately 13 years under that agreement.
The proposed agreement establishes a framework for the City to continue providing vehicle and equipment maintenance and repair services to DES. It supports continued collaboration between the City and the State, allows DES to utilize the City’s existing fleet resources and expertise, and provides the City with an opportunity to recover the costs associated with providing these services.
The arrangement provides a mutual benefit by making efficient use of existing public resources, utilizing available Fleet Operations capacity, and avoiding unnecessary duplication of maintenance resources and infrastructure.
Climate Analysis:
The Agreement is expected to have a neutral to positive climate impact. Regular vehicle and equipment maintenance supports efficient fleet operations, which can help reduce fuel consumption and associated greenhouse gas emissions, extend the useful life of vehicles and equipment, and reduce the potential for fluid leaks that could enter stormwater systems.
Equity Analysis:
The proposed Interlocal Agreement is expected to have a neutral to positive equity impact. The Agreement supports the efficient use of existing public resources and Fleet Operations capacity without reducing the City’s ability to provide services to Olympia residents. The arrangement does not create an identified disparate impact on historically underserved communities

Financial Impact:
By providing vehicle and equipment maintenance and repair services to DES, the City anticipates generating approximately $75,000 in annual revenue. This revenue will help recover the City’s costs associated with providing the services and make efficient use of existing Fleet Operations capacity.
