Committee Recommendation:

The Community Livability and Public Safety Committee recommends approval of appointment of Adán Espino Jr. and Sarah Nagy to fill vacancies on the Police Use of Force Events Board with terms ending March 31, 2024.

 

City Manager Recommendation:

Move to approve the appointment of Adán Espino Jr. and Sarah Nagy to fill vacancies on the Police Use of Force Events Board with terms ending March 31, 2024.

Background and Analysis:

At their September 28 regular meeting, the Community Livability and Public Safety Committee considered recommendations to fill two vacancies on the City’s Police Use of Force Event Board.  The Committee interviewed Adán Espino Jr. and considered the application materials of Sarah Nagy, who had been previously interviewed for the Board on October 5, 2020.

 

Initiative 940 requires that, where the use of deadly force by a peace officer results in death, substantial bodily harm, or great bodily harm, an independent investigation must be completed by an Independent Investigative Team (IIT) to help determine if the use of force met the appropriate good-faith standard. The law also requires that the IIT include at least two non-law enforcement community representatives, who operate completely independent of any involved agency. A pool of six community representatives make up Olympia’s Police Use of Force Event Board

The Olympia community values and holds a strong interest in ensuring a public safety system that operates without bias and that is based on trust, justice, and equity.

 

Options;

1.                     Approve the appointments as recommended.

2.                     Do not approve the appointments and send the issue back to the Community Livability and Public Safety Committee.  This would delay the appointment schedule and leave the City without a complete pool of Community Representatives to choose from if needed for an Independent Investigation Team

There is no financial impact related to these appointments.
