Background and Analysis: 

The 2027 preliminary operating and capital budgets include revenues and expenses related to Development Fees, Impact Fees, Parking Rates, Utility Rates, and General Facility Charges.   

 

Finance Director Michael Githens presented the 2027 operating budget and balancing position to City Council on Tuesday, September 15. In addition, Associate Planner Casey Schaufler presented the Preliminary Capital Facilities Plan, 2027-2032, during the same meeting. On October 1, the Preliminary Operating was published and available for review. 

 

The proposed 2027 Development Fees, Impact Fees, Parking Rates, Utility Rates, and General Facility Charges were presented to and approved by the Finance Committee on September 21. The Utility Advisory Committee (UAC) reviewed utility rates and General Facility Charges during their October 1 meeting. Given the timeline, the UAC recommendation letter will be attached with the staff report for the 2027 Proposed Operating Budget First Public Hearing on October 27. 

 

The purpose of this agenda item is for staff to present Council with recommended 2027 Development Fees, Impact Fees, Parking Rates, Utility Rates, and General Facility Charges. This presentation will include recommended Development Fees increases and changes, School District, Parks, and Transportation Impact Fees, and utility rates and General Facility Charges for the four utilities - Drinking Water, Wastewater, Storm and Surface Water, and Waste ReSources.  

 

The rates and fees presented reflect preliminary staff recommendations for City Council review and discussion. Staff will incorporate Council direction into the final rate and fee ordinances on December 8. Updates will be provided to Council of any preliminary to final changes as the budget is finalized.

The Climate Analysis framework will be completed by staff, if applicable, for the individual work items funded by Council. 

 

Equity Analysis: 

The Equity Analysis framework will be completed, if applicable, for the individual work items funded by Council.
