Background and Analysis:

The One Community Plan is the City of Olympia’s strategic framework for responding to homelessness and its impacts on individuals and the broader community. Since its adoption in 2020, the City and its community and regional partners have implemented a range of strategies, programs, investments, and policy changes in support of the Plan’s goals.

 

Staff will provide Council with an overview matrix highlighting accomplishments and progress achieved since the planning process began in 2019 and Council adoption in 2020. The presentation is intended to highlight key accomplishments and significant areas of progress rather than provide a comprehensive history of every action undertaken during this period.

 

The Study Session will also provide an opportunity for Council to discuss the next phase of the One Community Plan update. Staff will seek Council input regarding the outcomes, data, historical context, and other information Council would like included in a future comprehensive narrative documenting the implementation, evolution, and achievements of the One Community Plan from its initiation through the present.

 

Climate Analysis:

The One Community Plan includes strategies related to housing stability, homelessness response, and access to shelter and services. Implementation may have indirect climate impacts associated with the location of housing and services, transportation access, and development of housing and shelter facilities. This Study Session is an informational review of progress to date and does not propose a specific project or policy action with a direct climate impact.

 

Equity Analysis:

Homelessness and housing instability disproportionately affect people with low incomes and communities that experience barriers to housing and services. Equity has been an important consideration throughout the One Community Plan, including efforts to improve access to shelter, housing, outreach, and supportive services. The current review provides an opportunity to consider how equity outcomes and available demographic data should be incorporated into the City's more comprehensive evaluation of progress under the Plan.

 

Neighborhood/Community Interests (if known):

Community involvement was central to development of the One Community Plan. Beginning in 2019, more than 1,200 community members participated through 20 community conversations and two online surveys, providing perspectives on homelessness, housing, public health and safety, and community impacts. Interest in these issues has continued throughout implementation of the Plan. This Study Session provides an opportunity to review progress and identify additional outcomes, data, and community perspectives that should be included in the future comprehensive narrative.

 

Financial Impact:

There is no direct financial impact associated with this Study Session or Council’s review of progress on the One Community Plan. Implementation of the Plan since adoption has included investments from a variety of City, regional, state, federal, and grant funding sources. A more comprehensive review of investments and funding associated with implementation may be incorporated into the future One Community Plan narrative and evaluation.
