Background and Analysis:
In 2019, the State Department of Health (DOH) awarded the City a $2,658,320 Drinking Water State Revolving Fund (DWSRF) loan to assess the current condition of the reservoir, as well as design and construct any necessary retrofits. Based upon the condition assessment, this project is needed to bring the reservoir up to current seismic codes, rehabilitate reservoir appurtenances, and recoat the interior and exterior of the reservoir.
The City selected Gray and Osborne, Inc. through a competitive process to complete the assessment and project design. Completion of this project will bring the reservoir up to current standards for public health and safety.
Climate Analysis:
The approval of a bid to construct seismic upgrades and rehabilitate interior and exterior coatings to the Boulevard Road Reservoir does not have a direct effect on greenhouse gas emissions.
The Drinking Water Utility addresses greenhouse gas emissions by using green power. Additionally, the Drinking Water Utility implements water conservation programs which educate customers on water efficiency practices.
Public Works staff will request that contractors working on the site limit idling of equipment.
Equity Analysis:
The Boulevard Road Reservoir is a critical piece of Olympia’s drinking water infrastructure. It provides a benefit to our customers beyond those in close proximity to its location. Those that live nearby or frequent the area experience a negative aesthetic impact. There is also a negative safety impact from earthquake risk. The seismic upgrades proposed for the Boulevard Road Reservoir will bring the reservoir up to current seismic standards thereby better protecting the immediate area from the potential of a collapse during an earthquake and increasing system-wide reliability.
Neighborhood/Community Interests (if known):
Safe Drinking Water - Rehabilitation of this reservoir will help us ensure that citizens will have a safe and reliable drinking water supply well into the future.
Public Safety - Seismic upgrades are a significant part of this project. This will protect the nearby neighborhoods in the event of an earthquake.
Construction Impacts - The work is entirely out of city ROW and distant from most neighborhoods. There are few homes immediately adjacent to the reservoir that will experience construction noise while the project is underway.
Financial Impact:
This project is identified in the Capital Facilities Plan. Funding for the project comes from a combination of City Drinking Water Utility funds and a DWSRF loan.
The low bid of $3,648,759 is less than 9% above the Engineer’s estimate. There are sufficient funds in the budget to complete this project. Available Project Funding is $ $5,941,248.00

Options:
1. Award the construction contract to T Bailey, Inc. in the amount of $3,648,759.00 and authorize the City Manager to execute the contract. The project proceeds as planned.
2. Reject all bids and direct staff to rebid the project. The time needed to rebid will delay construction. The cost to construct the project may increase and loan funding from the state Department of Health will be jeopardized.
3. Take other action.
