Whether to approve awarding the construction contract for the Yauger Park Ballfield Lighting project to MB Electric and accept LED Additive bid item.

Background and Analysis:

Yauger Park ballfield lights were installed in the mid-1980s using wooden poles and metal halide lights.  The poles and cross arms holding up the lighting arrays are degraded and in need of replacement.  The lights are outdated and not producing the lighting necessary.  This project was identified and funded through our Capital Asset Management Program (CAMP).

 

This project was first bid in February 2017 with new steel poles and metal halide lights.  The low bidder did not meet the qualifications and the second low was well above the available funds.  The contract documents were reworked to allow alternative bidders as well as added a LED additive bid item.  The base bid was to replace the system with new steel poles and new metal halide lights with an additive bid item to upgrade to LED lights.  The LED upgrade is $71,808.  The new bids are less than the original bids even with the LED upgrade.  We recommend awarding the project with the LED upgrade based upon the improved electrical efficiency, reduced light pollution, and reduced maintenance.

 

Neighborhood/Community Interests (if known):

This is a replacement project and the work will occur during the times the fields are not in use.  The new lights will bring back the light intensity of the original lighting for improved visibility, yet will have reduced light spillage outside of the lit fields.

 

 

 

Options:

1.                     Award the construction contract to MB Electric, in the amount of $528,738 and authorize the City Manager to execute the contract. The project proceeds as planned.

 

2.                     Do not award the construction contract, reject all bids, and request staff to rebid the project.  Delaying the project could result in higher bids and will require additional staff time to rebid the project.

 

Financial Impact:

This project was identified in the 2016 Capital Facilities Plan. Funding for the project comes from the Capital Asset Management Program.

 

The low bid of $528,738 is less than the Engineer’s estimate. There are sufficient funds in the budget to complete this project.
