Background and Analysis:

The Parks, Arts and Recreation Department is preparing an RCO grant application for the current funding cycle.  The application is due July 15, 2026, and is required to include formal City Council authorization.

 

The YAF program provides grants to buy land and develop or renovate outdoor athletic facilities such as ball fields, courts, mountain bike tracks, and skate parks that serve youth through the age of 18.  If successful, the grant would reimburse the City approximately $400,000 towards Kettle View Park Improvements.  The project will include renovation of the playfield for improved drainage, new irrigation, and construction of a new multi-use sport court. 

 

The master plan for Kettle View Park was completed in 2010 and the first phase of construction was completed in 2011.  Adding the sport court will deliver another amenity identified in the master plan.

 

Climate Analysis:

Departmental performance metrics related to parks being located within a ½ mile of residents encourages fewer vehicle miles for people to access recreation amenities in Olympia. 

 

Equity Analysis:

Parks play an important role in the community as places that are free and accessible to the public for social connection and gathering, physical and mental health, and preservation and connection with nature.

 

Neighborhood/Community Interests (if known):

The playfield at Kettle View Park is unusable most of the year due to poor drainage and wet field conditions.  Local soccer clubs have expressed interest in using the field for practice and games.

 

Financial Impact:

The total project cost is estimated to be $1,100,000 with a grant match required of the City of approximately $700,000.  The grant match will be funded with Metropolitan Park District funds budgeted within the Parks Capital Asset and Management Program (CAMP) and the use of Neighborhood Park Impact Fees to fund the sport court construction.

 

Options:

1.                     Move to approve a resolution Authorizing a Youth Athletic Facilities (YAF) Grant Application to the Recreation and Conservation Office (RCO) for Kettle View Park Improvements.

2.                     Do not approve the resolution. Staff would be unable to pursue the grant opportunity.

3.                     Take other action.
