Background and Analysis - same as provided in the 1st reading staff report:
To change the budget the Council must approve a new ordinance amending the budget. Due to the administrative difficulty of possibly having several items going to the Council at or near the same time, budgetary amendments are generally made quarterly. On occasion a budget change needs to be made between the quarterly updates. In those cases an ordinance may come to the council as an ordinance relating to the budget, but not actually amending a previous ordinance. The ordinances relating to the budget will be included in the next quarterly update. The attached ordinance reflects ordinances which may have been adopted relating to the budget since the last quarterly update, and other proposed changes to the operating budget.
 
One ordinance passed since the last amendment of the operating budget, relating to the operating budget. The ordinance (6861) was adopted on August 20, 2013. The ordinance appropriated $1,600,000 for the West Olympia Access project and $663,880 for the Boulevard/Morse-Merryman roundabout project, funding provided by a Surface Transportation Program grant and transportation impact fees.
 
Budget items not previously presented to the Council:
 
1)      Appropriation of $4,543 easement paid by Puget Sound Energy to the Ward Lake project.
2)      Appropriation of $23,063 to the Black Lake Ditch northwest restoration project phase I project, funded by a grant from the State of Washington, Department of Ecology.
3)      Appropriation of $20,735 to the Harrison Avenue Corridor improvement project, for
storm pond infiltration/performance analysis, funded by Transportation Impact Fees.
4)      Appropriation of $20,735 to be transferred from the Transportation Impact Fee Fund to the Capital Improvement Fund, for funding the Harrison Avenue Corridor improvement project.
 
Options:
1)      Approve amending ordinance on first reading and forward to second reading. Officially amend the budget for ordinances relating to the 2013 budget, and authorize budget items not previously presented to the Council.
2)      Do not approve the amending ordinance. The budget items would not be authorized.
 
Financial Impact:
Total increase in appropriations of $2,332,956.  The sources of funding of these appropriations are noted above.
