Issue:
One of the Planning Commission's roles is to review the annually proposed update of the City's 6-year Capital Facilities Plan and make a recommendation to the City Council regarding the staff's proposal. To assist the Commission in preparing for that task, this briefing will focus on this year's CFP-update schedule.

Background and Analysis:
For decades the City of Olympia has adopted a 'Capital Facilities Plan' (formerly known as a Capital Improvement Plan) to guide construction of new public facilities. The Growth Management Act of Washington provides that the Capital Facilities Plan element of the Comprehensive Plan which provides at least a 20-year context, must include "at least a six-year plan that will finance such capital facilities within projected funding capacities and clearly identifies sources of public money for such purposes."  In Olympia this aspect of the element is generally termed the '6-year capital facilities plan' and is updated each year. This year's update is expected to include other changes to the element which were proposed by the Commission in 2014.
 
The adopted 2015-2020 Capital Facilities Plan is available for viewing on the City's website. Note that because the City of Olympia collects school impact fees for the Olympia School District (OSD), OSD's comparable capital facilities plan is adopted by the City by reference. Draft updates will be posted to the website as they become available.
 
Customarily, the Planning Commission holds a public hearing to receive comment on the proposed CFP update and selects a "Finance" subcommittee to review the proposal and make a recommendation to the full Commission.  (Note: The City Council also has  a "Finance" subcommittee which performs a different function.) This is usually a formal subcommittee subject to advisory committee procedural rules. It may consist of a few members or in some years has been a 'committee of the whole' with all Commission members participating.
 
The rough schedule for the update this year is:
 
April - City staff review of status of existing CFP projects
May - Proposed CFP projects due from staff
July - Presentation of preliminary CFP to City Council
August - Planning Commission Public Hearing on Preliminary CFP
October - City Council Public Hearing and Deliberation
December - Council Decision

There is usually some public interest in the CFP update; but more public participation usually occurs at the Council-stage of review than at the Planning Commission.
