Background and Analysis:

RCW 52.30.020 allows for Fire Districts to provide and charge for fire protection services for City properties within the District’s response zone.  Olympia owns seven (7) pieces of property that lie within the Lacey Fire District #3 (LFD3) protection area, which are shown in the attached agreement in Exhibit A.  All of these properties belong to the Drinking Water utility.  If there were to be a fire at one of these properties, LFD3 would provide the response.

 

LFD3 and the City negotiated an Interlocal Agreement to formalize the rate to be charged by LFD3 (attached).  The rate of assessment, as allowed by RCW, is $1.50/$1,000 of assessed value.  The assessed value of the City-owned properties for 2018 is $13,383,000, resulting in an assessment for 2018 of $20,074.50.  However, Olympia’s assessment is offset by LFD3’s use of Olympia’s ladder truck, which is estimated at $7,577 (Exhibit B in the attached agreement).  This leaves the total amount due to LFD3 for 2018 at $12,497.50.  This assessment will be included in the Drinking Water utilities 2018 budget and rates.

 

The assessed value of Olympia’s properties will be re-evaluated each year, along with equipment usage to determine the assessment in future years.

Financial Impact:

The total annual cost to the City of Olympia for these services in 2018 is $12,497.50.  The Drinking Water utility will include this amount in its 2018 budget and rates.
