Background and Analysis:

During Program Year (PY) 2015 (September 1, 2015 - August 31, 2016) the City of Olympia invested a total of $501,538.04 in federal Community Development Block Grant (CDBG) funds to support a number of priority projects in Olympia.  City CDBG funds are received through a combination of annual federal CDBG entitlement grants, and repayments on housing rehabilitation loans provided through the CDBG program in previous years. 

 

The original CDBG Annual Action Plan was amended in April 2016 to reprogram funds to several other priorities, including the purchase of a dilapidated building; a micro-enterprise training and assistance program as well as some minor budget adjustments to other activities.

 

At the conclusion of PY 2015, final expenditures show that the primary focus was on public facilities - with a total of $242,360 being expended on the purchase of a dilapidated building; phase one of an alley lighting project and the remainder of a building demolition project on the Isthmus.  The attached CDBG CAPER Annual Report, available in both a short “Citizens Summary” and the full report, details these and other projects.

 

The City’s Citizen Participation Plan called for a two-week public comment period scheduled from October 11 - October 26, 2016, with the City Council holding a public hearing during its regular Council meeting on October 25, 2016.  During this time, the Draft CDBG CAPER Annual Report was made available on the City’s website with paper copies made available at Olympia City Hall and at the Olympia Timberland Library.  All public comments received during this period are included in this final submission of the draft CDBG CAPER annual report that will be submitted to the regional office of Housing and Urban Development (HUD) on or before November 15, 2016. 

 

Neighborhood/Community Interests (if known):

The PY 2015 CDBG CAPER Annual Report is a city-wide document of interest to the entire community.  All registered neighborhood associations and business associations received notices of the public comment period for the draft report through legal notice and direct email notice.

 

Options:

1.                     Review public comment and then move to approve the PY 2015 CDBG CAPER Annual Report and direct staff to submit to HUD on or before November 15, 2016.

2.                     Review public comment and request further work by staff, which will delay the submission of the PY 2015 CDBG CAPER Annual Report and risk a federal audit finding for violation of federal requirements for citizen participation.

 

Financial Impact:

This report details the use of $501,538.04 from the federal CDBG Program during PY 2015 (September 1, 2015 - August 31, 2016)
