Discussion on the reassignment of Commissioners to subcommittees

Background and Analysis:
Commission subcommittees have become imbalanced due to turnover. Commissioners will be asked to join a committee if they are not already on one. There are three committees to choose from:

Heritage Review Committee

                     reviews applications to join the Olympia Heritage Register

                     reviews special tax valuation applications

                     reviews building permits for substantial exterior changes to homes listed on the historic register

                     responsible for encouraging participation, creating new listings and districts, etc.

Marketing and Outreach (M.O.R.E.)

                     Responsible for the educational component of the program, to help folks understand what the benefits are of being on the register, as well as the general benefits of historic preservation.

                     Working on an educational workshop series geared towards historic homeowners

                     Also working on more community exposure and engagement- going to Arts Walk!

                     Plans for Preservation Month in and Heritage Awards

Policy Ordinance and Guidance (POG)

                     Reviews and makes recommendations to the full commission regarding policy, municipal code, comprehensive planning, and other long term planning

                     Responsible for onboarding new members, and arranging the year end retreat where the group focuses on goals for next year

Climate Analysis:
This action does not have a positive or negative impact toward climate sustainability.

Equity Analysis:
The Olympia Heritage Commission is dedicated to improving education and outreach by seeking opportunities to engage with new audiences and underrepresented communities. Reassigning commissioners to each of the committees will help grow capacity for these subcommittees to address equity as it pertains to their subject matter- the Heritage Review Committee may be able to provide more in-depth analysis and information to homeowners that may not have had access to this information before. The MORE Committee may be able to plan and attend more events with additional outreach to new demographics and communities. The POG Committee may have additional support and capacity to view code updates and long term planning projects with a more in-depth equity lens.
