Whether to recommend to the Heritage Commission that the subject property be approved for Special Valuation based on completion of rehabilitation work to meet applicable standards, i.e., “the rehabilitation upon which the application is based has not altered or in any way adversely affected those elements of the property which qualify it as historically significant”. Background and Analysis:
On September 27, 2024, the City of Olympia received an Application and Certification of Special Valuation for Improvements to a Historic Property from the owner of the Sandberg House at 208 Percival St NW. This property is individually listed on the Olympia Heritage Register.
The Historic Preservation Officer has confirmed that the subject property meets basic program eligibility criteria for Special Valuation:
• Historic home individually registered on the Olympia Heritage Register (on March 27, 2023);
• Application filed no later than two (2) years after beginning the work; and
• Per applicant’s documentation, expenditures total at least 25% of the assessed value of the property, exclusive of land value, prior to the rehabilitation and meet eligible expenses criteria.
o The assessed value of the structure prior to rehabilitation was: $386,700.00
o 25% of this is $96,675.00
o The approved rehabilitation costs are $118,956.76
o The costs were verified by receipts submitted by the owner.
The Historic Preservation Officer has reviewed expenses and payment documentation with the property owner to verify the stated expenses and establish the exact total of qualified rehabilitation expenditures (TQRE).
The purpose of the committee’s site visit is to review the completed improvements, determine if the work is consistent with the US Secretary of the Interior’s standards for Rehabilitation, and affirm that the rehabilitation upon which the application is based has not altered or in any way adversely affected those elements of the property which qualify it as historically significant.
Timeline for Special Valuation Review and Approval:
October 14 Heritage Review Committee evaluation and recommendation
October 23 [Tentative] Heritage Commission Review of HRC recommendation
December 10 [Tentative] City Council Consideration (Pending OHC review)
December 31 Submit to Assessor for special valuation to begin in 2025
If commission review and approval is not complete prior to December 2, City Council review will be delayed until 2025 and the Special Valuation will be applied in 2026.
Climate Analysis:
As the Special Tax Valuation encourages repair of historic material as much as possible, not only does that reduce the introduction of new waste to landfills, it also offers property owners more affordable opportunities they may not have otherwise considered.

The Olympia Heritage Commission is dedicated to improving the education and outreach of the Heritage Register and Special Tax Valuation opportunities to underrepresented communities. Every project is an opportunity for education and outreach.

3. Move to recommend the Special Property Tax Valuation be denied by the Heritage Commission because the completed work does not meet the applicable Standards.
