Background and Analysis:
City of Olympia (City) staff, working with the consultant engineering firm of SCJ Alliance (SCJ), have completed design for the 4th Avenue Sewer Improvement Project (Project). The Project will replace an undersized sewer main on 4th Avenue to minimize the risk of sewer surcharges on 4th Avenue. The project will also complete Americans with Disabilities Act (ADA) improvements at the intersections of 4th Avenue and Simmons Street and 4th Avenue and Sylvester Street,
SCJ was selected through a competitive request for qualifications process to provide design and construction management services for this Project.
On August 15, 2024, the City and SCJ entered into a Professional Services Agreement (PSA) for project design in the amount of $313,086.20.
On April 10, 2025, the City and SCJ executed Amendment No. 1 to the PSA adding design scope of work and increasing the PSA amount to $337,337.20.
City is now requesting that City Council approve Amendment 2 to the PSA to add construction management services and increase the total compensation amount to $477,968.10.
Equity Analysis:
This project generally benefits all sewer customers by increasing capacity in a critical section of sewer infrastructure. It directly benefits the businesses and homes in West Olympia whose sewer is being carried to LOTT through this sewer main, many of whom are on the Section 8 housing program, as well as businesses, homes and public parks along 4th Avenue. By increasing capacity in the current sewer pipes, the project will reduce the likelihood of sewer overflows into Budd Inlet thereby protecting the usual and accustomed area of the Squaxin Island Tribe. Additionally, through the project’s ADA upgrades, crosswalk enhancements and roadway surface improvements, all non-motorist or vulnerable road-users, traveling through the intersections of 4th Avenue at Simmons Street and Sylvester Street will benefit from the project.
During construction, portions of 4th Avenue will be reduced to a single lane, westbound lanes will close briefly, heavy and noisy equipment will be operated, and sidewalks and crossings will be closed temporarily. To keep these disruptions to a minimum, there will be advanced notice for any closures, clear detour signage for roads, sidewalks and crossings, open access to all businesses within the project limits, and no interruptions to water or sewer services throughout the project.
Climate Analysis:
The need for this project was identified in the 2020 Wastewater Management Plan due to capacity constraints in the current sewer pipes. This project does not have a direct effect on greenhouse gas emissions. It will help to prevent sewer backups or overflows that may arise due to inflow and infiltration in the current combined sewer main which is expected to increase because of climate change. This project also includes ADA upgrades, crosswalk enhancements, pedestrian push button upgrades, and surface improvements thereby providing increased safety for walking and biking in the downtown core.
Neighborhood/Community Interests (if known):
Construction impacts will be significant for businesses and residents adjacent to the construction limits. City staff are working with businesses and apartment complexes to minimize and mitigate impacts and keep people informed about the project.
People that live and visit downtown Olympia will be better protected from the public health risks associated with sewer surcharges.
People that live and visit downtown Olympia will enjoy safer crossings at the improved intersections. Those with mobility challenges will have ADA compliant facilities at those intersections.
Financial Impact:
There is sufficient funding in Transportation, and Sewer budgets for this project to pay for the additional costs described above.

Options:
1. Move to approve a resolution authorizing Amendment No. 2 to the contract with SCJ Alliance in the additional amount of $140,630.90 for construction support services for the 4th Avenue Sewer Upgrade Project.
2. Direct staff to renegotiate Amendment No. 2 with SCJ Alliance. This would likely require reduction of consultant support and reallocation of City Engineering labor to complete the project. The resultant inefficiencies from staff reassignment in the middle of construction would likely result in a higher total project cost.
3. Take other action.
