Background and Analysis:
The Olympia Woodland Trail/Woodard Creek Culvert Improvements project replaces approximately 100 feet of 54-inch diameter concrete pipe located under the City-owned Woodland Trail in east Olympia. The aged and broken pipe needs to be replaced to avoid complete failure and subsequent flooding from upstream developments and wetlands. The existing pipe requires excessive monitoring, maintenance, and occasional emergency response. It is a long-standing maintenance burden for City Storm and Surface Water staff.
 
The project will use an innovative pipe "burst/ram" technique that simultaneously removes the existing pipe and replaces it with a new pipe. This technology saves money and avoids the need to excavate the Olympia Woodland Trail. The project will start in mid-July and end no later than mid-October.
 
Neighborhood/Community Interests (if known):
·      During construction the Olympia Woodland Trail users will be detoured onto the Washington State Department of Transportation trail, directly adjacent to Interstate 5, and back onto the Olympia Woodland Trail.
·      The City will communicate information about alternate routes with the traveling public and key stakeholders.
·      The City will regularly communicate with citizens, the Bicycle Pedestrian Advisory Committee, emergency responders, and other stakeholders about the timing, schedule, and construction impacts through news releases, postcards, on-site visits, and Twitter.  
 
Options:
1.      Award and authorize the City Manager to sign the construction contract with NOVA Contracting, Inc. in the amount of $306,358.99.  Project proceeds as
      planned.
 
2.      Reject all bids and direct staff to rebid the project.  
      The time needed to rebid will delay construction until 2015, and the cost may increase due to increased staff time and potential higher bids.  
 
Financial Impact:
The Olympia Woodland Trail/Woodard Creek Culvert Improvements project is funded by the Storm and Surface Water Utility and the Parks, Arts, and Recreation Department.
 
The low bid of $306,358.99 is approximately 19.3% below the Engineer's estimate.  There are sufficient funds in the budget to complete this project.
