Approval of Bid Award for Henderson Boulevard Sidewalk Project
Issue:
Whether to award the low bid which is 13 percent below the Engineer's estimate. Timely bid award will allow the project to proceed as planned.

Background and Analysis:
This project is identified in the Capital Facilities Plan as part of the voter-approved Parks and Pathways Program.  If approved, the project will start in late June and should be completed before school starts.
 
Project scope:
·      East Side of Henderson Boulevard from Pioneer Elementary to South Trailhead Entrance of Watershed Park
Currently, bicyclists and pedestrians share a 12-foot-wide asphalt bicycle lane. This project will separate the existing shared lane into a 5-foot-wide asphalt bicycle lane and a separate pervious concrete sidewalk.
 
·      North Side of Carlyon Avenue from Henderson Boulevard to Cloverfield Drive
Currently, there are no bike lanes or sidewalks. This project will build a pervious concrete sidewalk.
 
Neighborhood/Community Interests (if known):
If approved:
·      The project addresses the safety considerations/concerns of pedestrians, transit users, and bicyclists as vehicle volumes are moderately high in this residential neighborhood with two nearby schools.
·      Staff informed the Centerwood Neighborhood Association about the upcoming construction.
·      Henderson Boulevard will remain open during construction with intermittent, one-way lane closures, as needed for construction activities.
·      Pervious concrete will be used for the sidewalk, which decreases the need for additional storm water management.
 
Options:
1.      Award and authorize the City Manager to sign the Construction Contract with Northwest Cascade, Inc. in the amount of $511,361.00.
Project proceeds as planned.
 
2.      Reject all bids and direct staff to rebid the project.
The time needed to rebid will delay construction until 2013, and the cost may increase because bids are on an upward trend.
 
Financial Impact:
The Henderson Boulevard Sidewalk Project is funded by the voter-approved Parks and Pathways Program.
 
The low bid of $511,361.00 is approximately 13 percent below the Engineer's estimate. There are sufficient funds in the budget to complete this project.
