Background and Analysis:

The Housing and Homelessness Response Program has grown and evolved over the past year. The City has been working on a myriad of different programming to support residents and make Olympia a safe and healthy place to live. The cross-departmental and cross-jurisdictional partnerships have allowed the City to strengthen relationships and funding sources to improve the programs overall performance and outcomes.

 

Addressing homelessness and the housing crisis requires governments to work on the issue at each stage simultaneously; urgent need, temporary shelter, low-income housing, affordable housing, policy and developing new partnerships for creative problem solving. The One Community Plan sets the priorities and foundation for the Housing and Homelessness Response Program and is the tool guiding the decision-making for the team.

 

The One Community Plan requires work that is complex, challenging, and emotional. Over the past year the Office of Performance and Innovation has been leading a process to better understand the impact felt by staff across all departments, and to support them and their work through improved goal alignment, communication, and collaboration.

 

As part of this agenda item, staff will share findings and outcomes from the first phase of work noted above and introduce the next phase, development of a One Community Strategic Plan, including the project purpose, goals, and anticipated deliverables and outcomes.

Financial Impact:

The Housing and Homelessness Response budget has grown and evolved over the past few years, aiming to address urgent needs and long-term initiatives to meet the goals outlined in the One Community Plan.
