Background and Analysis:
The Parks, Arts and Recreation Department is preparing a grant application to the Recreation Conservation Office (RCO) for a Youth Athletic Field Grant. The $203,000 grant request is for funding to design and install a synthetic surface on the infield of the existing lighted Field #1 at Stevens Field Park, 300 24th Avenue SE. The total project is estimated to cost $406,000.
Installation of the synthetic surface will reduce rain-outs, extend shoulder season use and reduce infield maintenance costs. The City will specify a synthetic surface that is non-toxic. Additional vehicle parking will not be required, as the synthetic surface will allow more games to be played, but will not increase attendance at any individual game. If the grant is awarded in fall 2015, design would begin this winter, with completion anticipated for summer 2016.
The $203,000 City grant match, comprised of $135,000 of CAMMP funding and $68,000 of Community Park Impact Fees, was included in the City's 2015 Capital Facilities Plan. At that time, the request was for field #2 at Yauger Park. Since that time, it has been determined that more youth would be served (and hence the grant would be more competitive) if the infield of Field #1 at Steven Field Park was replaced instead.
Neighborhood/Community Interests (if known):
The City has a long-term lease agreement with the Olympia School District for Stevens Field Park. The Olympia School District supports this grant application.
On June 8, 2015 staff issued a Public Service Announcement, sent a 300' radius notice, and notified the South Capitol Neighborhood Association. These notices provided details about the project and the grant application. The notice invited the public to contact staff for additional information or to comment on the project.
