Background and Analysis:
The City has both stormwater and drinking water pipes on private property that need to be abandoned and relocated into the public right-of-way along 12th Avenue SE.
In the early 1970's the City built an 18-inch stormwater conveyance pipe north of 12th Avenue SE. Most of this pipe is on private property and a portion of it is inaccessible for repairs because a medical office was subsequently built on top of the pipe.
A 16-inch drinking water pipe was built in the 1930's and also crosses through private property. The portion of watermain we will relocate is part of the water distribution system that supplies the Capital Campus and the South Capital neighborhood. Moving this water pipe will increase both reliability and capacity of that system.
Repairing these pipes would be extremely difficult and costly due to their location. If one of them started to leak or break the amount of property damage could be extremely high and disruptive.
Project scope:
12th Avenue SE from Eastside Street SE to the end of the Cul-de-Sac
· Abandon the section of 18-inch stormwater pipe that currently lies on private property, and construct a new section of 18-inch stormwater pipe in City right-of-way on the north side of 12th Avenue SE.
· Abandon the section of 16-inch watermain that currently lies on private property, and construct a new section of 16-inch watermain in City right-of-way on the south side of 12th Avenue SE and connect to the existing watermain at Eastside Street.
· Construct new pedestrian curb access ramps on the northeast and southeast corners of 12th Avenue SE at Eastside Street and on the east side of Eastside Street.
· Replace asphalt overlay on 12th Avenue from Eastside Street to the end of the cul-de-sac.
If approved, the project will start in May and should be complete by July.
Neighborhood/Community Interests (if known):
· Eliminates the risk of property damage and disruption of adjacent businesses from a potential leak or pipe break.
· Improves the reliability of the water supply to the Capital Campus/South Capital Neighborhood.
· 12th Avenue SE ends in a cul-de-sac. There are medical offices along 12th Avenue and an apartment building at the end of the cul-de-sac. Access off of Eastside Street is the only way to enter and exit this portion of 12th Avenue. Staff is working with and will continue to coordinate with the businesses and other stakeholders in the project area about timing, schedule, and upcoming construction impacts through media releases, postcards, on-site visits, and Twitter.
Options:
1. Award and authorize the City Manager to sign the Construction Contract with Northwest Cascade, Inc., in the amount of $399,408.61.
2. Project proceeds as planned.
3. Reject all bids and direct staff to rebid the project.
4. The time needed to rebid will delay construction until 2014. The project cost may increase because bids are on an upward trend.
Financial Impact:
This project is identified in the Capital Facilities Plan. The stormwater portion of the project is funded through the Storm and Flood Mitigation and Collection-Stormwater Program, and the water portion of the project is funded through the Transmission and Distribution Projects-Water Program.
The low bid of $399,408.61 is approximately 2.9 percent below the Engineer's estimate. There are sufficient funds in the budget to complete this project.
