Background and Analysis:

The Capital Area Regional Public Facilities District (CARPFD) Board is an interjurisdictional body created by the cities of Olympia, Lacey, Tumwater and Thurston County. The City of Lacey is the administrative lead on the CARPFD Board.  The City of Lacey is the administrative lead on the CARPFD process.

 

The purpose of this district is to receive PFD revenues from the State and then enter into contracts with local entities for regional projects, based on the Interlocal Agreements.  Currently the CARPFD has contracts with the City of Lacey for the Regional Athletic Complex (RAC) and the City of Olympia for the Hands-on Children’s Museum.

 

The District is authorized to receive 0.033% of the State share of sales and use tax generated in the four jurisdictions as allowed by RCW 82.14.390.  This legislation authorized the use of State revenue to promote economic development by supporting the construction of certain public facilities in local jurisdictions.

 

The CAR-PFD is managed by a seven-member Board of Directors that has fiduciary responsibility for the appropriate use of sales tax revenue it collects and distributes. The Board meets annually to review financial statements and to issue an annual report to the public on the use of those funds. Three members of the Board are appointed jointly by the four local jurisdictions.  The remaining four members are appointed individually by each of the jurisdictions to four-year terms. 

 

The City of Lacey held a recruitment process for a district wide vacancy beginning in May 2024 and three applications were received.  Troy Kirby was chosen by Lacey to move forward for appointment.  At-Large appointments are generally based on broad geographic areas.  Currently the other At-Large positions have representatives that are Olympia and Tumwater residents, and Lacey wanted someone who is based n their community.  In the future, all At-Large position appointments will be selected by a regional panel of elected officials.

 

Climate Analysis:

This item is not expected to have an impact on greenhouse gas emissions.

 

Equity Analysis:

Funding from the CARPFD revenues support the City of Olympia for the Hands-on Children’s Museum. As an organization the Hands-on Children’s Museum provides free and reduced admission programs for families regardless of their ability to pay. The Museum also provides sensory friendly spaces for families of children with autism, sensory sensitivities, and special needs.
