Background and Analysis:

At a Special Meeting on April 1, the Community Livability and Public Safety Committee considered reappointments to Council-appointed advisory committees and commissions.  The Committee recommends the following reappointments to three-year terms ending March 31, 2027:

Bicycle and Pedestrian Advisory Committee: Tom Dillon and Sean Ferguson

Cultural Access Advisory Board: Anne Larsen and Diana Fairbanks

Design Review Board: Roussa Cassel and Abigail Twombley

Parks and Recreation Advisory Committee (PRAC): Jamie Gerken and Brent Barnes

                     Planning Commission:  Zainab Nejati

Social Justice and Equity Commission: Fauziya Mohamedali and Marianne Ozmun-Wells

                     Utility Advisory Committee:  Kristin Lamson

Police Use of Force Board: Reiko Callner, Adan Espino, Jr. and Sarah Nagy

Climate Analysis:

No climate impacts were evident.

Equity Analysis:

Because Council-appointed boards and commissions offer a ready opportunity to reduce disparities in participation by marginalized communities in the City’s processes and decisions, the Community Livability and Public Safety Committee has been intentional about working to increase the racial, age and socio-economic diversity among the community volunteers who make up these advisory committees.

Neighborhood/Community Interests (if known):

Advisory committees are a structured way for individual community members to share their opinions and perspectives, study issues, and develop recommendations in a focused small group. Their primary purpose is to provide judicious advice, from a community member’s perspective to the Olympia City Council.

Options:

1.                     Approve the reappointments as recommended.

2.                     Approve the reappointments with changes from Council.

3.                     Do not approve the recommended re-appointments and send the issue back to the Community Livability and Public Safety Committee.  This would delay the start of terms and leave advisory committees not operating at full strength.

Financial Impact:

To help defray costs (transportation, childcare, etc.) and lower barriers to participation, members of Council-appointed boards and commissions are eligible for a stipend of $25 per meeting attended. Those who can certify they are low income can receive a stipend of $50 per meeting attended. Members may also choose to waive receipt of the stipend.
