Issue:
An opportunity to hear from the public on the names of deceased musicians to be honored through the Music Out Loud Public Art Project.
 
Background and Analysis:
Music Out Loud is a combination of a public art project to honor musicians posthumously who significantly contributed to music growth in the area or made a name for Olympia, through artistic design and a music performance series at three sidewalk sites in downtown Olympia:
·      The corner of 5th and Capitol Way.
·      To the north of the Washington Center entrance.
·      Columbia St. across from the Midnight Sun.
 
The project is very new and still a work in progress. General Government Committee has asked the Arts Commission to return to General Government with an update once they have secured written approval from adjacent businesses, completed the public process to determine musical artist names to be memorialized, and the Call for Art has gone out.
 
From April 1-30, 2015 citizens were asked to submit names of deceased local musicians who have been pivotal in the musical growth of the Olympia community, as a first step in the Music Out Loud project.  This project addresses three sidewalk sites in downtown Olympia with artistic design and a music performance series. The request stated that Commissioners are looking for musicians to honor who meet the following criteria:
·      Are deceased
·      Was born or has lived (10+ years), and has had a significant connection with the Olympia area.
·      Pivotal in the musical growth of the Olympia community.
·      Accessible to the public
·      Contributed to vitality of Olympia's music scene.
·      History of musical achievement.
·      Respected by peers.
·      Has made a significant contribution to music.
·      Honored by local musicians and aficionados for his/her contribution to the community.
·      With his or her passing, left a lasting legacy that will forever be remembered.
·      The City's ability to establish positive communication with family or estate of the musician.
·      Consideration of diverse styles of music.
Submittals were REQUIRED to include the following information:
·      Musician suggestion
·      Why should this musician be honored
·      Your name and contact information
Naming Process
April 1 - 30 - Open period to accept name recommendations from the public
May 14 - OAC holds Public Hearing
May 14 - OAC makes recommendation on names
Date TBD - General Government Committee reviews OAC name recommendation
