Background and Analysis:
The 2026 Sidewalk Repair Project is a direct response to calls for action by the community to repair Olympia’s sidewalk network. This is the third in a series of sidewalk repair projects.
There are three project repair sites:
• North side of 4th Ave from Water St SW to Capitol Way N
• East side of Washington from 4th Ave to State Ave
• South side of 4th Ave from Quince St to Eastside St
An additional site was included at Columbia St NW between State and 4th Ave to plant trees so the project would have a neutral impact on tree numbers in the downtown.
The project sites are composed of damaged sidewalks that pose trip hazards and/or accessibility barriers. Sites consist of full block segments with multiple locations of damage.
Climate Analysis:
This project will remove areas of sidewalk known to be hazardous or difficult to use. It will significantly improve ADA access which directly supports “T5 - Increase the use of active forms of travel, such as walking and biking.” By encouraging more use of City sidewalks this project may cause a minor long-term reduction of greenhouse gases. Due to the funding source, which is dedicated to sidewalk repairs, alternatives that support other climate mitigation strategies were not considered.
Equity Analysis:
The project benefits all who will use these sidewalk facilities once construction is complete. The project improves safety for all and will remove accessibility barriers for individuals with disabilities. A sidewalk condition assessment and inventory were used to select the project locations. The project locations are areas of high use and have a poor condition rating.
Neighborhood/Community Interests (if known):
Public Safety - Trip hazards and accessibility barriers will be removed, significantly improving pedestrian safety in the project areas.
Construction Impacts - Users will experience delays and some inconvenience due to construction activities. All businesses will remain open during construction.
The City will communicate with community members, emergency responders, Intercity Transit, businesses, and other stakeholders about the project through social media, media releases, and in person conversation.
Financial Impact:
This project is identified in the Capital Facilities Plan. Funding for the project comes from Transportation Capital Expenditures.
The low bid of $774,788.00 is approximately 7% above the Engineer’s estimate. This project has several unique challenges that make estimation difficult including, but not limited to, working downtown in a major corridor and adjacent to several businesses and apartments/condominiums. There are sufficient funds in the budget to complete this project.

Total Estimated Project Cost: $ 1,100,000.00
Available Project Funding: $ 1,100,00.00
Options:
1. Move to award the construction contract to House Brothers Construction in the amount of $774,788.00, and authorize the City Manager to execute the contract. The project proceeds as planned.
2. Move to reject all bids and direct staff to rebid the project. The time needed to rebid will delay construction. The cost may increase due to increased staff time to rebid the project.
3. Take other action.
