Background and Analysis:
The Solid Wood Site (West Bay Park) is a former industrial waterfront property located on West Bay in Olympia, Washington. The approximately 17-acre Site has a history of past use in the wood products industry. The most recent commercial industrial activity on the Site was a lumber yard (Solid Wood, Incorporated) that closed in 2002. The structures housing Solid Wood, Inc. were demolished following closure. Inactive railroad tracks (a former BNSF rail spur) run the entire length of the Site.
During Environmental Site Assessment work in 2007 petroleum contamination was discovered in exceedance of the Washington State Model Toxics Control Act (MTCA) Method A cleanup levels for unrestricted land use. Low-level (slightly exceeding the MTCA Method A cleanup levels) surface soil contamination related to creosote-treated rail ties was also discovered in several areas.
Following discovery of the areas of contamination exceeding cleanup levels, the City and Ecology established an Agreed Order for cleanup of the Site.
This grant agreement extends a prior Ecology grant and will continue to help fund work associated with finalizing the Remedial Investigation/Feasibility Study, preparation of the Cleanup Action Plan, permitting documents and design elements at the Site.

This grant agreement helps fund required cleanup work at West Bay Park, which provides free waterfront access to the community.
Neighborhood/Community Interests (if known):
The Olympia community values the natural environment and our waterfront parks. Cleanup of legacy contamination is necessary before any future park development can occur on the southern portion of the park.
Financial Impact:
The total grant amount available is $566,585. The initial grant agreement allocates $192,500 to the project and the remaining grant funds will be allocated through an amendment after certain project milestones have been met. The City’s 50% match will be paid with park impact fees.
