Issue:
The City sponsored a SPSCC stormwater retrofit grant application to the Washington Department of Ecology (WDOE) in late 2011.  The grant proposal has been approved by WDOE.  Before the City accepts the grant on behalf of the College, an interlocal agreement is needed between the City and the College.

Background and Analysis:
The City sponsored a SPSCC grant proposal to the Washington Department of Ecology (WDOE) 2012 Statewide Stormwater Grant Funding Program in late 2011. Grant applications were solicited from local jurisdictions and other public entities that choose to apply through and with the support of local jurisdictions.  The SPSCC grant proposal, as well as a City proposal, has been accepted by WDOE. The College's project will continue with the retrofitting of existing impervious surfaces on the campus for water quality treatment, thereby improving water quality in Percival Creek.
The interlocal agreement defines financial and project management responsibilities for the City and SPSCC.  Under the agreement, the City role is limited to project accounting and ultimately passing funds from WDOE to SPSCC. With this interlocal agreement in place, staff will return to City Council in late summer requesting authority to sign the WDOE grant agreement on SPSCC's behalf.  
 
The City and SPSCC have both received funding for water quality retrofits under this State grant program during 2011 and 2012 funding cycles.  City projects include the Pacific Avenue stormwater retrofit (2011) and the City Maintenance Center retrofit (2012).  State funding for the four water quality projects totals approximately $1.9 million.
