Background and Analysis:
The City Council directed that a focus area planning process be conducted for the Kaiser-Harrison area (see attached map) after it was identified in the 2013 Investment Strategies report from our consultant, ECONorthwest. A 2015 comprehensive plan amendment and rezone request from one of the property owners in the area was also directed to be considered as part of this planning process.
During the briefing in November of last year, Leonard Bauer provided drafts of the market analysis update and a summary of comments from interviews with property owners, neighbors, and interested parties. Since then, additional market analysis has been completed in order to provide more specific information about the local context. The revised market analysis summary is posted on the website (link attached), which includes overall conclusions based on both the market study and stakeholder interviews. In February, Community, Planning and Development (CPD) staff will meet with stakeholders to review alternative scenario plans. In late February or early March CPD will hold a public workshop to seek comments from neighbors and residents in the area on the alternative development scenarios. A second public workshop is planned later in March to address comments received during the first workshop. Environmental review will begin in March. The schedule for the planning process is attached.
Neighborhood/Community Interests:
There is community interest in this project, particularly from area property owners and residents. Interviews included representatives from the closest recognized neighborhood associations. The planning process will include extensive public engagement, including at least two public workshops.

Financial Impact:
This planning process fits within the existing budget and staffing resources of the Community Planning and Development Department. Following completion of an updated plan, some implementation items may require additional funds.
