Background and Analysis:

The City of Lacey is proposing the installation of a water main in Pacific Avenue (SR-510) near Olympia’s existing 36-inch water main. The two waterlines will cross near 8673 Pacific Avenue SE.

 

Olympia’s 36-inch transmission main supplies approximately 85 percent of the City’s potable water and is a critical piece of the Drinking Water Utility’s infrastructure. To reduce risks associated with construction of the City of Lacey’s proposed main, Engineering staff recommends that their main crosses above the Olympia transmission main. In order to achieve this alignment of the City Lacey water main, a permanent easement is required through City of Olympia owned property. 

 

Climate Analysis:

The proposed easement with the City of Lacey is expected to have minimal impact on greenhouse gas emissions. The emissions produced during construction and maintenance are the only known impacts to climate.

 

Equity Analysis:

This easement does not appear to have any indication that this project will create a burden on the surrounding community. 

 

Neighborhood/Community Interests (if known):

There are no known community interests.

 

Financial Impact:

There is no financial impact as this has mutual benefits between the City of Lacey and the City of Olympia when past, present and future projects arise.

 

Options:

 

1.                     Move to approve a Resolution authorizing the execution of an Easement Agreement by the City Manager for the installation and maintenance of a City of Lacey water main over City owned property between SR-510 and the Plat of Freestone Station Division Two.

2.                     Direct staff to modify the Resolution and return to Council for approval at a later date.

3.                     Do not approve a Resolution approving and granting an Easement by the City Manager for the installation and maintenance of the City of Lacey water main.  The City of Lacey will need to revise their water main route and delay their project.
