Response to the Request for Proposals for the Program Year 2012 Community Development Block Grant Draft Annual Action Plan
Issue:
Which proposal should the Council include in the Draft Annual Action Plan for CDBG funding for Program Year 2012 (September 1, 2012 - August 31, 2012).

Background and Analysis:
Each year, the Council develops a Community Development Block Grant (CDBG) Annual Action Plan that identifies the specific activities to be undertaken with CDBG funding.  This single-year Action Plan is the final year in the three-year CDBG Consolidated Plan.
 
The CDBG Request for Proposals was released on March 19, 2012.  On the submission deadline of May 7, 2012, the City received the following four proposals (see attachment 1 - Descriptive Matrix of Proposals):
 
1.      Catholic Community Services      
"The Thurston County Family Center"  
Request: $551,500 plus the City's Smith Building
Proposal Summary:
a) Central Access Point; b) Day Resource Center; and c) future housing development
 
2.      Family Support Center
"Family Shelter & Affordable Housing Project"
Request:  $551,500 plus the City's Smith Building
Proposal Summary:
a)      Provide 32 beds of emergency family shelter; b) provide 28 beds of transitional housing for families
 
3.      Media Island/Occupy Olympia
"Olympia Resource Center Project"
Request:  $300,000 plus the City's Smith Building
Proposal Summary:
a) Community Center; b) Hygiene Center; and, c) Emergency Shelter
 
4.      SafePlace
"SafePlace New Community Service Center"
Request:  $551,500, (of which they propose to use $45,000 for first-year operating expenses), plus the City's Smith Building
Proposal Summary:
a)      Community Service Center for victims of domestic violence
 
Attached are materials that provide more details and analysis on each project.  Once a project is selected, it will be inserted in the draft CDBG Annual Action Plan that will be made available for public comment from June 1 - July 2, 2012, and a public hearing is scheduled on June 12.  The final draft CDBG Annual Action Plan should be submitted to HUD by July 15, 2012.  HUD may potentially grant an extension to August 15, 2012 in response to a written request for good cause, as determined by the HUD Field Office.   
 
Neighborhood/Community Interests (if known):
The CDBG RFP intends to offer funding for a singular capital (bricks and mortar) project to address community needs as defined in the City's CDBG Consolidated Plan; the County's 10-Year Plan to Reduce Homelessness; the City Council's 2012 Goals, and other identified criteria (see attachment 2 - Proposal Preview Matrix and Staff Ranking).

Financial Impact:
The draft annual action plan will indicate how the Council wants to spend the anticipated $551,500 in new CDBG funding and CDBG program income.
