Background and Analysis:
The State Avenue Overlay Project includes new pavement; bulb-outs and access ramps to improve pedestrian mobility; and storm water structures that will improve water quality in nearby streams. Work will be done on State Avenue between Central Street and Plum Street in 2014. In order to meet the construction schedule we need additional outside design assistance.
The City advertised for consulting design services and received seven responses. City staff rated the submittals and selected Skillings/Connolly, Inc., of Lacey based on their qualifications, experience, and demonstrated reliability. They have the resources needed to successfully complete the design in time to meet our 2014 construction schedule.
The total project budget is $2,783,400. The proposed agreement for design services is approximately 11 percent of the budget. This is a reasonable fee to complete the project plans and specifications.

·      Ensures that the design will be complete in time to meet the 2014 construction schedule.
·      City staff will be available to complete other planned projects, including design and construction activities.
Options:
1.      Move to authorize the City Manager to sign the Professional Services Agreement with Skillings/Connolly, Inc. for Engineering Services to complete the State Avenue Overlay project design, at a cost of $345,085.18.
·      Project design proceeds as planned.
2.      Do not authorize the City Manager to sign the Professional Services Agreement with Skillings/Connolly, Inc.   
 
·      Project design will be completed by City staff but will delay design completion.
·      Construction will be delayed and the total project cost will likely increase.  
 
 
Financial Impact:
The design, estimated to cost $345,085.18, is funded by Transportation Benefit District (TBD) Funds, Capital Improvement Program (CIP) Funds, and a Department of Ecology Water Quality Financial Assistance Loan. The design and construction of the Water Quality Improvements are contingent upon receipt of a formal loan offer from the Washington Department of Ecology. The project has been shortlisted by the Washington Department of Ecology.
