Background and Analysis:

In May 2023, the Washington State Department of Transportation (WSDOT) awarded the City a 2023-2025 Safe Routes to School Program grant of $837,900. This project will construct a neighborhood bike boulevard from the intersection of Thomas Street NW and Muirhead Avenue NW to the southern terminus of Decatur Street SW. The current total estimated project cost is $897,000. The cost estimate may change as staff finalizes the design.

 

In order to design in 2024/2025, the City needs to approve and execute the State grant documents to obligate the funds. Olympia’s Municipal Code Section 3.16.020(C) states that any contract, agreement or other document with a cost over $350,000 shall be presented to the City Council for approval prior to execution by the City Manager. This action will authorize the City Manager to obligate the design funds and the subsequent construction funds once the project is ready to be constructed.

 

Climate Analysis:

This project will support use of active forms of travel by encouraging walking and biking which can reduce greenhouse gas emissions.

 

Equity Analysis:

This project will provide improved access to the City’s northwest and southwest areas for bicyclists. Except for temporary construction impacts there does not appear to be any indication that this project will create a burden on anyone in the community. We are unable to gather reliable data about demographics to conduct analysis during project development. There is no data to indicate how this project will address disparities in our community. 

 

Neighborhood/Community Interests (if known):

Completion of this project will have the following impacts on the community through:

                     Lower stress bike facilities within the transportation network to better facilitate a wider range of cyclists, both in age and ability.

                     Improved safety for cyclists within the project location.

 

Financial Impact:

The NW and SW Neighborhood Bike Boulevard Project is funded as follows:

State Grant $837,900

Local Match - Transportation Capital Funds $59,100

Total Project Cost $897,000

 

Options:

1.                     Approve the Resolution authorizing the City Manager to accept grant funds from the Washington State Department of Transportation and execute all documents necessary to obligate funds for the NW and SW Neighborhood Bike Boulevard Project. The project will proceed as planned.

2.                     Direct staff to make modifications to the proposed Resolution. The project will proceed as planned.

3.                     Do not approve the proposed Resolution. The City will not proceed with the project and will reject the grant funds.
