Discuss the Process for Planning Commission's Transmittal to City Council

Issue:
The Commission will complete their final deliberations on the Comprehensive Plan Update tonight; however, there will be a period of time before the recommendation is transmitted to the City Council. During that time, Commissioners will draft their transmittal letters. Also, during that time staff will prepare the next version of the draft to reflect the Commission's recommendations as well as create 'tools' to help the public track the changes.
 
The purpose of this item is to achieve clarity regarding what the pieces of the transmittal are, who will complete them and when they will be released to the public and City Council. Staff will email the Commissioners a proposed timeline and list of pieces before the meeting.

Background and Analysis:
The Leadership Team met with Councilmember Langer on March 1st to discuss the transmittal, and the staff proposal (Attachment 1) reflects his guidance.
 
The City Council requested a status update regarding the Commission's recommendation at their March 26 meeting. Chair Parker met with Mayor Buxbaum on March 6 to discuss the expectations for this presentation. The Mayor expects the presentation will include a summary describing what the pieces of the transmittal are, and when they will be transmitted to the Council and public. He also requested that Chair Parker provide a brief oral presentation of the major topics arising out of the Commission's review, as well as the Commission's recommendations for future work plan items.
 
Staff will meet with the Land Use & Environment Committee on March 28 to begin discussions about City Council's review and public process, which will occur later this year. This will include discussion of when and how the City Council would like to engage with the Commission regarding the rational and background for recommendations.
