Background and Analysis:

OMC 18.12.090 requires heritage design review for alterations, changes, or new construction proposed on sites contributing to the character of a historic district. For any property located within a Historic District, the proposed construction, removal, rehabilitation, alteration, remodeling, excavation or exterior alteration shall conform to the standards in OMC 18.105.020 <https://www.codepublishing.com/WA/Olympia/html/Olympia18/Olympia18105.html> and OMC 18.105.030 <https://www.codepublishing.com/WA/Olympia/html/Olympia18/Olympia18105.html> and preserve the historic context and merit of the district, consistent with The Secretary of the Interior’s Standards for the Treatment of Historic Properties (as amended).

The Historic Property Inventory notes that the structure was built in 1915 and is a Contributing property in the Craftsman/Bungalow style. The original or early owner of the property was Fred and Maude Jones, Clerk State Dept. of Insurance as of 1925. The structure is a “One-story, Craftsman/Bungalow with decorated braced beans and exposed rafters. Porch is recessed across the front of the house. Aluminum siding added in front gable with all other siding wood shingle. Substantial square columns atop shingled half-wall support on porch roof., Slightly angled, rounded bay on west side. Square bay on south side of T extension in back. Windows are primarily four-over-one. Set on full basement. Clapboard cladding.”

The applicant is proposing to demolish an existing garage, to add an attached carport to the existing home and to build a detached accessory structure with a patio to replace the demolished garage. The carport and garage are both proposing access via the existing alley. The architectural plan set submitted with permit application no. 25-0245 has been included as an attachment to the staff report.
