Background and Analysis:

The Olympia Fire Department has reached a critical storage capacity limit after the implementation of the Basic Life Support (BLS) Transport Program and the addition of two new aid units to support the program. This has created an immediate need for additional emergency response vehicle storage space.

 

Secure indoor storage of emergency response vehicles is essential to ensure vehicle security, preserve vehicle operational lifespan, and protect medication and medical equipment from environmental exposure and unauthorized access.

 

The proposed Lease Agreement provides secure indoor storage that supports operational readiness, safeguards valuable assets, and ensures the continued reliability of emergency response resources.

 

Climate Analysis:

The impacts of this agreement have been evaluated using the Climate Framework. Reliable, safe and effective emergency response vehicles are vital to the community's safety and sustainability. Mitigating emergencies quickly and efficiently results in less property damage and supports all four greenhouse gas reduction strategies. 

 

Equity Analysis:

This lease agreement continues to support the Olympia Fire Department’s ability to fulfill the critical functions of the fire and emergency medical services system. Universal protection of life and property is rooted in justness and inherently supports the Equity Framework's intent.

 

Neighborhood/Community Interests (if known):

The lease is intended to support the Olympia Fire Department’s emergency response operations by providing secure indoor storage for emergency response vehicles. The additional storage capacity will help maintain the availability and operational readiness of fire and emergency medical response vehicles. No direct neighborhood impacts have been identified.

 

Financial Impact:

The annual cost to the city to lease the fire vehicle storage building is $36,000 and will increase by 3% in subsequent years.

 

Options:

1.                     Move to approve a Resolution authorizing a Lease Agreement with Terry Kissick Investments LLC for fire vehicles storage.

2.                     Do not approve the Resolution authorizing the Lease Agreement and send it back to staff.

3.                     Consider the Resolution at another time.
