Background and Analysis:
On September 27, 2024, the City of Olympia received an Application and Certification of Special Valuation for Improvements to a Historic Property from the owner of the Sandberg House at 208 Percival St NW. This property is individually listed on the Olympia Heritage Register.
The Historic Preservation Officer has confirmed that the subject property meets basic program eligibility criteria for Special Valuation:
• Historic home individually registered on the Olympia Heritage Register (on March 27, 2023);
• Application filed no later than two (2) years after beginning the work; and
• Per applicant’s documentation, expenditures total at least 25% of the assessed value of the property, exclusive of land value, prior to the rehabilitation and meet eligible expenses criteria.
o The assessed value of the structure prior to rehabilitation was: $386,700.00
o 25% of this is $96,675.00
o The approved rehabilitation costs are $118,956.76
o The costs were verified by receipts submitted by the owner.
The Historic Preservation Officer has reviewed expenses and payment documentation with the property owner to verify the stated expenses and establish the exact total of qualified rehabilitation expenditures (TQRE).
The Heritage Review Committee met on site to tour the property on October 14, 2024 and verified that:
• The completed rehabilitation work meets the US Secretary of the Interior’s Standards;
• The work does not adversely affect those elements that qualify it as historically significant; and
• The features named as historically significant when the building was designated were preserved in this rehabilitation.
Climate Analysis:
As the Special Tax Valuation encourages repair of historic material as much as possible, not only does that reduce the introduction of new waste to landfills, it also offers property owners more affordable opportunities they may not have otherwise considered.
Equity Analysis:
The Olympia Heritage Commission is dedicated to improving the education and outreach of the Heritage Register and Special Tax Valuation opportunities to underrepresented communities. Every project is an opportunity for education and outreach.

Options:
1. Move to accept the recommendation from the Heritage Review Committee to approve the Special Property Tax Valuation application and recommend final approval to Olympia City Council.
2. Seek additional information for review and further consideration
3. Move to recommend the Special Property Tax Valuation be denied by the Heritage Commission because the completed work does not meet the applicable Standards.
