Issue:

Whether to approve the Contract with Serj Drive-ins Realty.  The Contract will allow the City to reimburse a developer the cost to upgrade City-owned stormwater infrastructure being developed on Cooper Point Road SW.

Background and Analysis:

Serj Drive-Ins Realty is developing a piece of property on Cooper Point Road SW near Haggen’s Grocery. As a condition of their permit, they are required to build a new sidewalk and landscape the front of the property. Coincidentally, the City’s Capital Facility Plan calls for the City to replace a stormwater pipe below the same sidewalk within the next one to three years.  The City wants 150 feet of stormwater pipe replaced at the same time that Serj Drive-Ins Realty is building the new sidewalk. This is part of a larger stormwater project that is being designed in the area.

 

The City has an opportunity to save time and money by contracting with Serj Drive-Ins Realty to do this work on behalf of the City. Serj Drive-Ins Realty was given two options by the City. One was to install 150 feet of 48-in stormwater pipe and be reimbursed by the City. The second option was to defer the landscape and sidewalk work and pay the City in the future to do the work on their behalf.

 

Serj Drive-Ins selected to install the stormwater pipe so they could build the sidewalk and finish the landscaping at the same time. The attached Contract describes the work in more detail, along with the reimbursement cost. The estimated cost for installing the stormwater pipe is approximately$186,000.  The work is scheduled to begin this spring and be finished later this year.

 

Neighborhood/Community Interests (if known):

Replacing the stormwater pipe, building the sidewalk, and completing the landscape work at the same time as the property is being developed is less disruptive and efficient. Pedestrians will only be impacted once for this project.

 

Options:

1.                     Approve the contract and authorize the City Manager to sign it on behalf of the City, as well as negotiate minor changes to the Contract.  This will allow the work to happen at the same time, and cost less to the City than doing it later.

2.                     Do not approve the Contract, and require the developer to pay the City for the estimated cost to install the sidewalk and landscaping in the future when the City replaces the stormwater pipe. This will cost Serj Drive-Ins more than if they did the work themselves.

 

Financial Impact:

The City’s Storm and Surface Water Utility will fund this work through its Capital Improvement Program.
