Background and Analysis:
The Olympia Police Department currently has multiple contracts with Axon Enterprise, Inc., for various equipment and services such as body-worn and in-vehicle police cameras, Tasers, digital evidence management system, software licenses, and support services.
The Department has an opportunity to bundle all existing Axon contracts into one, five-year agreement. By doing so, the Department will streamline contract management, improve procurement efficiency, and improve its technology by adding Axon Translate to its body-worn cameras and upgrading its Taser platform.
In addition, the Department will lock in current rates, shield against inflation, and ensure continuity in equipment lifecycle management and support services. It is anticipated the Department will save $267,185 over five years compared to separate contracts.

Equity Analysis:
Bundling the Axon Master Service and Purchasing Agreement helps ensure the Olympia community receives a full suite of public safety tools (e.g., body cameras, Tasers, evidence management systems) without piecemeal adoption, reducing gaps in service and accountability.
Axon Translate supports over 50 common languages, significantly improving communication with community members who have limited English proficiency and advancing equitable access to police services.

The community is interested in improving public safety, increasing transparency, and streamlining the purchasing process for local governments. By bundling the Axon Master Service and Purchasing Agreement, the Department is able to coordinate deployment of tools that improve officer accountability and community trust and eliminate the need for individual Requests for Proposals (RFPs), saving time, and administrative overhead.
Financial Impact:
The overall cost for the individual contracts with Axon is $1.9 million over five years and is included in the Department’s operating budget which is funded through the General Fund. The proposed Master Contract for the same five-year period, with additional services, is $1.6 million which is a savings of $267,185 over the life of the Master Contract.
Options:
1. Move to approve a Resolution authorizing the City Manager to sign all documents necessary to consolidate a Master Services and Purchasing Agreement with Axon Enterprises, Inc.
2. Do not approve a resolution authorizing the City Manager to sign all documents necessary to consolidate a Master Services and Purchasing Agreement with Axon Enterprises, Inc. and request language modifications to the agreement. This will require additional staff time to reconstruct and/or renegotiate the terms of the agreement and prices may increase.
3. Do not approve the resolution. The Olympia Pollice Department will need to renew existing contracts as they expire and pay market price at the time of renewal.
