Approval of Bid Award for West Bay Drive Force Main Rehabilitation Project
Issue:
Whether to award the low bid which is 3.5% above the Engineer's estimate.  Timely bid award will allow the project to proceed as planned.

Background and Analysis:
The sewer system on West Bay Drive does not have enough capacity to handle flows during heavy winter rains.  There is significant risk that storm and sewage overflows could enter Budd Inlet under these circumstances. This is the first of two projects that are underway to address this problem.
 
This project replaces undersized sewer pipes that convey wastewater from the West Bay pump station to the LOTT Treatment plant. Next year the City will upgrade the pump station so that it can handle future growth in that area.
 
Since this project requires replacement of pavement on West Bay Drive, the City is taking the opportunity to repair the pavement up to the driveway at Tugboat Annie's restaurant. Although funding is not available for a more significant street repair, staff believes that this temporary repair will help the traveling public.  
 
This project is anticipated to start in early July and be completed by this fall.
 
Neighborhood/Community Interests (if known):
If approved:
·      The project will significantly extend the overall life of the West Bay Drive sewer system and increase its capacity.
·      The City will communicate with citizens, emergency responders, schools, Intercity Transit, and other stakeholders about the schedule and traffic detours through media releases, postcards, etc.
 
Options:
1.      Award and authorize the City Manager to sign the Construction Contract with
Goodfellow Brothers, Inc., for $874,499.89.
      Project proceeds as planned.
 
2.      Reject all bids and direct staff to rebid the project.
      The time needed to rebid will delay construction until summer 2013, and the cost may       increase because bids are on an upward trend.
 
Financial Impact:
The sewer portion of this project is being funded by the Wastewater Utility (total project cost = $1,275,805.99).
 
The cost to perform additional road repair beyond that generated by the sewer project is being funded by the Street Repair and Reconstruction Program (total project cost = $91,475.90).
 
The low bid of $874,499.89 is approximately 3.5% above the Engineer's estimate.  There are sufficient funds in the budget to complete this project.
