Approval of 2012 Washington Department of Ecology Stormwater Construction Grants

Background and Analysis:
The Washington State Legislature provided financial support in 2012 to the Washington State Department of Ecology (Ecology) for stormwater construction grants. The grants support local government efforts to retrofit stormwater systems for water quality treatment. Funding for two Olympia projects was received: City of Olympia Maintenance Center Stormwater Retrofit and South Puget Sound Community College (SPSCC) Retrofit Project, Phase 2.
While the Ecology funds are available only to local governments, partnerships are encouraged. SPSCC staff submitted their grant application with the sponsorship of the City. The college will manage and implement this project; the City will be a financial liaison with Ecology. An interlocal agreement defining this relationship between SPSCC and the City was approved by Council on July 24, 2012.
City of Olympia Maintenance Center Stormwater Retrofit
Built in the 1960s, the City's Maintenance Center on Eastside Street provides minimal treatment for stormwater contaminants. Water quality improvement at the site ranks high in our retrofit priorities due the industrial uses at the Center. Stormwater discharges from the site flow to Indian/Moxlie Creek, a 303(d) Category 5 impaired water of the state, and subsequently to Budd Inlet.
South Puget Sound Community College (SPSCC) Retrofit Project, Phase 2
The SPSCC project will build upon stormwater management work being completed by the SPSCC under a similar 2011 Ecology grant. The new work will provide stormwater treatment for the remaining four currently-untreated parking lots on the campus. Stormwater from the campus flows to Percival Creek in West Olympia.
City legal staff has reviewed and approved both agreements.

Options:
Council may authorize or decline one or both of the grant agreements. Declining the agreement(s) would defer completion of the work indefinitely.
Financial Impact:
The grants require a 25% cash match. Total cost for the proposed City project (Maintenance Center) is estimated at $606,000. The City match will be $151,500. These funds have been allocated in the Storm and Surface Water Utility capital funds. Match for the SPSCC project will be provided by the college.
