Recommended Action

Committee Recommendation:

The Parks and Recreation Advisory Committee is scheduled to make a recommendation at their meeting on January 21, 2016.

 

City Manager Recommendation:

Provide feedback to staff on the draft 2016 Olympia Parks, Arts and Recreation Plan so the requested changes can be made prior to plan adoption on February 9, 2016.

Issue:

The public hearing on January 12, 2016 was the last opportunity for the public to provide input on the draft plan.  Tonight is the final opportunity for Council to provide feedback to staff for desired changes prior to plan adoption on February 9, 2016.

Background and Analysis:

There has been an extensive public input process on the draft 2016 Parks, Arts and Recreation Plan.  The input process included:

 

                     8 neighborhood meetings (160 participants)

                     2 community meetings (62 total participants)

                     A random sample survey (759 participants)

                     2 OlySpeaks online forums (347 participants)

                     E-mail comments (121 participants)

                     2 Arts Commission Meetings

                     3 Parks and Recreation Advisory Committee Meetings

                     Planning Commission Meeting

                     Coalition of Neighborhood Associations Meeting

 

On January 12, 2016, Council hosted a public hearing on the revised draft plan.  At the hearing, 19 people provided public testimony on the plan.  Some of the areas in which people requested a stronger emphasis in the plan included construction of a swimming pool, the purchase of all of LBA woods, habitat perseveration and management, and the purchase of the Capital Center building on the Isthmus. 

 

On February 9, 2016 the Plan is scheduled to come before Council for adoption.  In order to be eligible for the next Washington Recreation and Conservation Office granting cycle, the plan must be adopted by March 1, 2016. 

 

Options:

1.                     Provide feedback to staff on draft 2016 Olympia Parks, Arts and Recreation Plan so that staff can make requested changes prior to plan adoption on February 9, 2016.

 

2.                     Do not provide feedback to staff and adopt the draft as currently written.

 

 

 

Financial Impact:

The Plan’s Capital Investment Strategy details the funding sources for proposed projects in the plan and includes projected revenues from the recently adopted Olympia Metropolitan Park District.
