Approval of Interlocal Agreement with the Washington Department of Fish and Wildlife Regarding Coordination in the Sale of Property at 600 Capital Way N in Olympia, Washington

Issue:
Should the City enter into an Interlocal Agreement with the Washington Department of Fish and Wildlife (WDFW) which sets forth a process for the City to assist WDFW in the sale of property at 600 Capital Way N in Olympia, Washington.
City Manager's Recommendation:
Move to authorize the Mayor to execute the attached Interlocal Agreement with the Washington Department of Fish and Wildlife regarding coordinated efforts the entities will take in the marketing and potential sale of property at 600 Capital Way N in Olympia.

Background and Analysis:
At its November 22, 2011 meeting, the City Council approved a Memorandum of Understanding with the Port of Olympia and LOTT Clean Water Alliance, which provides that the City will work with LOTT and Port of Olympia officials to develop a joint proposal to acquire properties from the State of Washington known as the Department of Fish and Wildlife parcels. Parcel A of the properties is located at 600 Capital Way N in Olympia, which is in close proximity to Budd Inlet and the Farmer's Market in downtown Olympia, and contains a 14,500 sq.ft. office building currently used by WDFW staff. The parcel is an area zoned as Urban Waterfront. Parcel A was included on a property disposal list for 2012 that was issued by Governor Gregoire. WDFW requires that it receive fair market value for any sale of Parcel A.
The City has a strong interest in seeing Parcel A redeveloped for uses consistent with its Comprehensive Plan, which envisions market rate housing and additional mixed use development in the area. That vision is more detailed than that contained in the Urban Waterfron designation. The City has communicated to WDFW its interest in collaborating on any sale of Parcel A so that a new owner would develop the property in a manner consistent with that vision.
The proposed interlocal agreement provides that the City will seek grant funds from the Department of Ecology for a Phase 2 environmental assessment of the parcel and take the dead on developing a Request Fro Proposals (RFP) for the sale of the property that would seek development consistent with the City's vision, and the City would manage the RFP process.
The City will provide input to WDFW on the proposals that are submitted, but WDFW retains the discretion to termine which proposal, if any, it will accept.

Many neighborhoods and community members have an interest in how the parcel is developed.
Options:
1. Authorize the Mayor to execute the attached Interlocal Agreement between the City and the Washington Department of Fish and Wildlife regarding the coordinated efforts the entities will take in the marketing and potential sale of property at 600 Capital Way N in Olympia.
2. Do not enter into the Interlocal Agreement and have WDFW move forward on its own to dispose of the property at 600 Capital Way N.
Financial Impact:
None. Grant funds from Ecology will be used for the Phase 2 work and existing City staff will manage the RFP process. If we do not receive funding from Ecology, we will not proceed with process set forth in the Interlocal Agreement.
