Background and Analysis:
The City entered into a 2025-2026 agreement supporting operation of the Franz Anderson Tiny Home Village. Additional costs associated with prevailing wage requirements resulted in eligible expenses beyond the amount authorized in the existing contract.
The proposed amendment increases contract authority by $53,087.18. This action is primarily a financial and contractual adjustment and does not change the program, scope of services, or service model. The underlying agreement period has ended; the amendment provides sufficient contract authority to reconcile and pay eligible costs incurred during the agreement period.
The City continues to use Franz Anderson as part of its broader homeless response system. Separate 2026-2027 City agreements for Franz Anderson operations and the site lease have already been authorized and extend through June 30, 2027.
Climate Analysis:
This contract amendment does not change the physical operation, location, or scope of the Franz Anderson Tiny Home Village. No material new climate impacts are anticipated from the proposed administrative and financial action.
Equity Analysis:
Tiny home villages provide low-barrier interim housing for people experiencing homelessness, a population that faces significant barriers to safe and stable housing. Approving the amendment supports the City's ability to meet existing contractual obligations for services already provided.
