Background and Analysis:
Over the course of three special meetings on April 19, April 20 and May 2, the Community Livability and Public Safety Committee interviewed 21 applicants for the inaugural seats on the newly established, nine-member Cultural Access Program Advisory Board. The Committee recommends the following appointments to the new Commission:
• Mariella Luz to Position #1, with a term ending March 31, 2026
• Paul Parker to Position #2, with a term ending March 31, 2026
• Melissa Meade to Position #3, with a term ending March 31, 2026
• Justin McKaughan to Position #4, with a term ending March 31, 2025
• Mikaela Shafer to Position #5, with a term ending March 31, 2025
• Bret Anderson to Position #6, with a term ending March 31, 2025
• Anne Larsen to Position #7, with a term ending March 31, 2024
• Diana Fairbanks to Position #8, with a term ending March 31, 2024
• Kris Tucker to Position #9 with a term ending March 31, 2024

Advisory committees are a structured way for individual community members to share their opinions and perspectives, study issues, and develop recommendations in a focused small group. Their primary purpose is to provide judicious advice, from a community member’s perspective to the Olympia City Council.
Climate Analysis:
No climate impacts were evident.
Equity Analysis:
The board and commission recruitment process is an opportunity to reduce disparities in participation among marginalized communities in City of Olympia process and decisions.
Specifically, the Cultural Access Program is purposed with increasing equity by working to remove barriers to participation for cultural organizations, as well as those they serve. The Program is also meant to challenge participating organizations to actively pursue diversity, equity, and inclusion in their program development and delivery, while lowering barriers and extending participation in their programs and services.
Financial Impact:
No cost is associated with the action. To reduce barriers to community member participation, the City offers stipends of $25 per meeting attended to Advisory Committee members. Those members who certify as low income are eligible to receive stipends of $50 per meeting attended. Advisory Committee members may waive the stipend upon request.
Options:
1. Moe to approve the appointments as recommended.
2. Do not approve the appointments as recommended and send the issue back to the Community Livability and Public Safety Committee. This would delay the appointment schedule and the work of the Board.
3. Do not approve appointments to the Cultural Access Program Advisory Board. This would pause indefinitely the work of the Board and Cultural Access Program
