Issue:
Whether to adopt the mandatory and certain voluntary sections of the International Building and Fire Codes.
 
Committee Recommendation:
Land Use and Environment Committee recommended approval to Council on February 28, 2013.
 
City Manager's Recommendation:
Move to adopt on second reading the 2012 International Building and Fire Codes and voluntary Olympia amendments; and delay implementation until July 1, 2014 of the voluntary amendment in Sections 4 and 5 requiring automatic sprinkler systems in new single family construction.

Background and Analysis:
At the May 21, 2013 meeting, Council approved the ordinance on 1st reading with delayed implementation to July 1, 2014 of the voluntary amendments in Sections 4 and 5 requiring automatic sprinkler systems in single family new construction. That change is reflected in the attached ordinance.
 
Building Codes:
The City of Olympia adopts the State Building Codes, as amended by the Washington State Building Code Council typically on a three-year cycle.
 
The building codes are for the purpose of establishing rules and regulations for the protection of life, environment, and property through the construction, alteration, removal, demolition, use and occupancy, location and maintenance of buildings and structures.
 
These codes also cover the installation, repair, replacement or alteration of electrical, mechanical, and plumbing systems along with their associated equipment, appliances, fixtures, fittings and appurtenances.
 
Within the codes are the process and authority for issuance of permits, collection of fees, and inspection of site to ascertain compliance.
 
Information about the local amendment for single family residence sprinkling is included with the staff report for May 21.
 
 
Options:
1. Adopt the attached ordinance on second reading, which includes the delay in implementation for single family residential sprinklers until July 2014.
2. Adopt only the mandatory sections of the code; Olympia will be in compliance with State-mandated construction codes while other voluntary codes, technical in nature, will be further reviewed and adopted at a later date.
