Background and Analysis:

The Thurston County Hazardous Waste Management Plan (HWMP) is a 20-year plan which is required to be reviewed every five years and amended if necessary to remain consistent with relevant law and policy changes. The HWMP provides a framework for the management of community generated hazardous waste.

 

Chapter 70A.300 RCW Hazardous Waste Management directs local governments to prepare local hazardous waste management plans and describes required plan contents. Cities and counties share the responsibility for developing and maintaining a HWMP. The City of Olympia participates in the process through its council member representative on the Thurston County Solid Waste Advisory Committee (SWAC). The County SWAC was involved through development, stakeholder and public input, and final drafts.

Thurston County responded to Washington State Department of Ecology comments and resubmitted the final plan. The final step is for cities to adopt the plan through resolution.

Climate Analysis:

The HWMP is not expected to impact greenhouse gas emissions, either positively or negatively. It helps the County and municipalities manage hazardous waste in a manner that protects human and environmental health.

 

 

Equity Analysis:

The County’s HWMP benefits all area residents and community members by providing and ensuring safe, effective and adequate management of hazardous waste. 

 

Neighborhood/Community Interests (if known):

Historically, community members have expressed appreciation for the County’s hazardous waste program.

 

Financial Impact:

There is no known financial impact to adopting the County’s HWMP.

 

Options:

1.                     Move to approve a Resolution adopting the 2025 Thurston County Hazardous Waste Management Plan.

2.                     Do not approve a Resolution adopting the 2025 Thurston County Hazardous Waste Management Plan.  The City will need to develop its own hazardous waste management plan to meet state requirements, which will require significant time and financial resources.

3.                     Take other action.
