Determine next steps for consideration of the Shoreline Master Program Update.

Background and Analysis:
On July 10, 2012, Council approved an overall approach and outline of meetings for Council consideration of the Shoreline Master Program, summarized below.  The proposed timeline (Attachment #1) is based on guidance from the July 10 meeting:
 
Workshop Meetings and Draft SMP for Public Hearing.
In addition to the required Public Hearing, Council indicated a desire for:
- an initial information/overview workshop;
- additional workshop or meetings with a variety of interests including other units of government and business interests; and
- one more opportunity to meet with the broader community following these workshops.
 
Following the workshops and meetings, Council will provide staff with feedback and guidance about important observations, learnings and direction from the workshop meetings.  This input will guide staff in developing a Public Hearing draft of the Shoreline Master Program.
 
Public Hearing and Final Draft.
Following the public hearing, Council will provide staff with additional feedback and direction about how to finalize the draft.  Staff will then prepare a final draft for presentation to and approval by the City Council.  Council will transmit its approved final draft to Department of Ecology for their review and action.
 
Options:
1.      Approve proposed schedule and process for the Shoreline Master Program Update process.
 
2.      Consider proposed schedule and process for the Shoreline Master Program Update process and direct staff to revise the process as agreed to by City Council.
 
Financial Impact:
Costs for workshops unknown at this time. Depends on location and materials.
