Background and Analysis:
In 2015, the City Council authorized Olympia’s participation in the OMNIA Partners Cooperative Purchasing Program-then known as the U.S. Communities Cooperative Purchasing Alliance. That authorization expired on November 1, 2020. This resolution reauthorizes the City’s participation in the program.
OMNIA Partners contracts have enabled City staff to efficiently procure goods and services-such as maintenance services, fleet vehicles, and technology-at pre-negotiated, competitive pricing.
Staff recommend renewing participation in this program, which has consistently supported cost-effective and efficient procurement.
Climate Analysis:
Participation in the OMNIA Partners Cooperative Intergovernmental Purchasing Program provides the City greater opportunities to procure environmentally friendly goods and services.
Equity Analysis:
Participation in the OMNIA Cooperative Intergovernmental Purchasing Program provides the City with greater opportunities to do business with small and disadvantaged businesses.

Financial Impact:
OMNIA Partner contracts leverage the purchasing power of multiple government agencies, providing Olympia with cost savings in goods and services acquisition. The cooperative streamlines purchasing processes, conserving time and resources. There is no cost to the City to maintain participation.
