Background and Analysis:

The Interlocal Agreement (ILA) forming the Sea Level Rise Response Collaborative allows for the establishment of a Member-funded staff Liaison position to help administer and facilitate the Collaborative. The purpose of the Liaison position is to provide administrative support for the Executive Team and other Collaborative Committees (e.g., meeting logistics, agenda setting, public notice, record keeping) and to conduct additional tasks necessary to implement the Collaborative’s annual work plan.

 

The ILA states that initially, City of Olympia staff will fill the Liaison position, and each Member will contribute funds to defray the Liaison costs incurred by the City. Staff plan to present the Collaborative’s work plan and budget for approval at the next Executive Committee meeting on September 6, 2024. However, the current ILA requires the Executive Committee to approve the budget for Liaison costs by August 31, each year.

 

Staff are requesting an extension to the approval timeline for the 2025 Sea Level Rise Collaborative Liaison budget, until the next Executive Committee meeting on September 6, 2024. If approved, staff will provide the budget proposal, including anticipated Liaison costs, for consideration at the next Executive Committee meeting.

 

Climate Analysis:

This item is not expected to impact climate mitigation strategies to reduce greenhouse gas emissions.

 

Equity Analysis:

Shared funding of the Liaison position ensures that administrative costs are equitably distributed across all Collaborative Members.

Options:

1.                     Extend the deadline for approval of the 2025 Sea Level Rise Collaborative Liaison budget to the next Executive Committee meeting (September 6, 2024).

2.                     Extend the deadline for approval of the 2025 Sea Level Rise Collaborative Liaison budget to another date.

3.                     Do not extend the deadline.

 

Financial Impact:

Staff have not yet developed cost estimates for the 2025 Liaison position. However, staff anticipate that costs will not exceed $40,000 (equivalent to approximately one quarter full time employee).
