Move to approve and authorize the mayor to sign the interlocal agreement.

Issue:

The Washington Traffic Safety Commission (WTSC) funds special traffic safety emphasis patrols throughout the state. WTSC also appoints a Law Enforcement Liaison (LEL) to provide support to the local program manager with collecting data and training local law enforcement agencies on traffic safety enforcement issues.

Background and Analysis:

The WTSC funds coordinate special traffic enforcement patrols, with a goal of reducing traffic-related injuries and fatalities.  Emphasis patrols are done on a regional basis, with multiple agencies participating in patrols during specific times and/or days.  To ensure that data related to the events is collected accurately and to provide other support to the local program manager, the LEL is charged with the following tasks:

                     Lead evidence-based efforts to reduce motor vehicle crashes, fatalities, and serious injuries

                     Communication and coordination of law enforcement highway safety activities in collaboration with the local Region Target Zero Manager, Statewide LEL and WTSC Program Manager as well as allied highway safety organizations.

                     Active supporters for development and implementation of highway safety plans, programs, and budgets.

                     Recruiting law enforcement participation in highway safety activities and programs that enhance the success of achieving the WTSC highway safety goals and objectives

 

The WTSC provides reimbursement for the personnel costs of the LEL to the local jurisdiction.

 

Options:

Option #1: Approve the interlocal agreement allowing the City to provide the region with a talented LEL to maximize the success of the specific enforcement patrols.

 

Option #2: Do not approve the interlocal agreement and the City will not be able to provide an LEL due to personnel costs.

 

Financial Impact:

$1,200 for reimbursement of personnel costs.
